Dexis Consulting Group (Dexis) has been contracted by the United States Agency for International Development (USAID) to provide management and technical services for the implementation of USAID/Honduras’ Monitoring & Evaluation Support for Collaborative Learning and Adapting (MESCLA) activity aimed at supporting and strengthening monitoring and evaluation of USAID financed development assistance in Honduras.
The Improving Tertiary Violence Prevention (ITVP) Activity is a four-year USAID initiative, which is scheduled to begin in September 2018. This Activity is designed to reduce recidivism among high-risk 12-17 youth in Honduras already involved in the courts. The evidence base for the appropriateness and effectiveness of these interventions in Honduras is sparse. In fact, some of the likely risk reduction models are completely new to Honduras. It is important that USAID and its partners are able to assess the appropriateness and efficiency of tertiary violence prevention methods to adapt quickly and effectively to the Honduran context.
MESCLA seeks a long-term consultant to fill the position of the Monitoring and Evaluation Expert: Juvenile Violence Prevention during the four-month inception phase of the support to ITVP Activity (approximately November 2018 – March 2019) as well as support wider Mission efforts to monitor, evaluate and learn from tertiary violence prevention programs across multiple activities. During the ITVP inception phase, the consultant will work closely with MESCLA to ensure adequate support to ITVP start-up M&E and CLA activities. This includes guidance in the development of a learning approach, review of the ME&L framework, and review/accompaniment of the proposed baseline assessment protocol and tools for the monitoring system, performance evaluation, among other tasks detailed below.
