    Dexis is seeking an experienced Deputy Chief of Party for an anticipated USAID project that is expected to improve the quality of public interest information available to Macedonia’s citizens by developing the reporting skills and ethics of independent journalists while fostering a culture of media entrepreneurship to build journalistic freedom and financial sustainability. This is a long-term position expected to start in April 2019. This position is contingent upon award. 

    Responsibilities

    • Support the COP in overall program management, including strategic vision and field team leadership; development and implementation of work plans, overseeing operational budgets and performance monitoring plans; liaising with the USAID mission, government officials, other donors and partner objectives.
    • Ensure compliance of program contract terms and all relevant U.S. Government and Macedonian regulations;
    • Support the preparation of annual work plans, quarterly reports, and other deliverables;
    • Oversee core project components, providing supervision and mentorship to technical staff;
    • Oversee office operations, procurement, monitoring and evaluation and grants management in line with USG requirements;
    • Identify and put in place strategies to facilitate sustainable entrepreneurship of media outlets, such finding opportunities for impartial and continuous funding, and building the capacity of Macedonian media outlets to foster an entrepreneurial mindset and act like a business.

    Qualifications

    • Fluency in English and Macedonian; proficiency in Albanian preferred.
    • A minimum of a Bachelor’s Degree in development, economics, knowledge management or related field; preference for a Master’s Degree.
    • 8-10 years’ experience managing complex media or related programs;
    • Experience managing USAID funded projects in the Balkans region, preferably in Macedonia;
    • Strong understanding of the Macedonian context and political sensitivities as it pertains to the media sector;
    • Expertise in political analysis, media and democracy programming at large;
    • Effective interpersonal skills, creative problem-solving and ethical management;
    • Prior experience working in a similar development sector and/or with other international donors;
    • Track record of successfully building and effectively managing diverse teams of employees;
    • Experience with social inclusion and vulnerable population integration preferred;
    • Familiarity with the challenges faced by Macedonian media system actors, with key government stakeholders, relevant private sector actors and civil society organizations working on media issues and understand the dynamics and relationships among them;
    • Ability to communicate effectively on the technical aspects of implementation with other projects, media and civil society, high-level host country host government counterparts, and other international partners;
    • Ability to assume all related responsibilities of the COP position on a full-time basis as needed.
