    Dexis is seeking a senior-level Change Management Specialist to provide support to the United States Agency for International Development (USAID), Office of Afghanistan and Pakistan Affairs (OAPA). OAPA was established to support USAID programs in Afghanistan and Pakistan and to represent USAID in inter-agency committees, to the public, in Congress, and to other governments and partners. Dexis provides management, technical, and administrative services to OAPA. The work location for this position will be in Washington, D.C. This is a full-time position that will start November 2018, with a timeframe of twelve (12) to eighteen (18) months.


    The Change Management Specialist will facilitate the development of a campaign to include USAID’s Asia Bureau and The Office of Afghanistan and Pakistan Affairs (OAPA) by developing a consultation process and facilitating initial consultations with key stakeholders across the agency. The Change Management Specialist will work closely with the Communications Specialist and internal USAID audiences. Other responsibilities include:

    • Lead the development and implementation of change management strategies engaging the Office of Afghanistan and Pakistan Affairs (OAPA) and the Asia Bureau staff to increase knowledge and adoption of the new combined Bureau.
    • Conduct baseline assessments on knowledge, perceptions, and behavior of staff toward new combined Bureau to inform change management strategies.
    • Coordinate the development, execution, refinement, and measuring the impact of OAPA and Asia Bureau communications and change management strategies.
    • Assist USAID in designing business processes and provide and execute change management activities.
    • Ensure talent development and knowledge management tools are supported and accessible.
    • Facilitate discussions that support the creation of one Bureau (merger of OAPA and the Asia Bureau).
    • Conduct training processes including, but not limited to: creating story boards and design documents, gap analysis, learning objectives and outlines, reviews, and feedback.
    • Support OAPA by understanding its needs and assist in the development of transition plans to include transition of budgets, scopes of work, time and labor management, and other business requirements.
    • Other duties as TBD.


    • MA in Business Administration or relevant field and minimum of 6 years leading and managing large projects or BA in Business Administration or relevant field and minimum of 8 years leading and managing large projects.
    • At least 8-10 years leading and managing large projects preferred.
    • Prior experience working with behavior change management and training.
    • Experience improving organizational development and expertise in providing solutions to customers to promote advances that increase operational effectiveness and productivity.
    • Experience in relevant communications software, such as Microsoft Suite, Google Apps, Adobe Creative Suite, and/or web development.
    • Strong interpersonal, written and oral communications, teamwork, and time and portfolio management skills.
    • Ability to work in a fast-paced, dynamic, political work environment.
    • Excellent communication skills, both written and oral.
    • Familiarity with USAID preferred but not required.
    • Secret Security Clearance required.
