    Dexis Consulting Group (Dexis) has been contracted by the State Bureau of Political and Military Affairs (PM) and the Bureau of African Affairs (AF) to provide Monitoring and Evaluation (M&E) support to the Trans-Sahara Counterterrorism Partnership (TSCTP) and the Partnership for Regional East Africa Counterterrorism (PREACT) Peacekeeping Operations (PKO) and Economic Support Fund (ESF) activities.  TSCTP and PREACT are the U.S. Government’s (USG) two multi-year, interagency, and regional programs to build durable capacity and long-term resilience of governments and communities in Africa to contain, degrade, and ultimately defeat the threat posed by al-Qa’ida (AQ), its affiliates, and other violent extremist groups in the Trans-Sahara and East Africa regions.  TSCTP and PREACT also provide a means to improve regional and international cooperation and information-sharing, including between the Sahel and Maghreb regions, to counter shared threats. 

     

    The M&E team for TSCTP/PREACT programming is responsible for both project-level monitoring and partnership level evaluations. The team will use the data analyst’s products to create dynamic monitoring tools, used to respond to requests for information from Congress as well as modify and improve security assistance programming.

     

    The Dexis M&E team will aggregate all historical training rosters and equipment lists into a single folder to send to the Data Analyst. The Data Analyst will iterate on these tools with the M&E team while adhering to team processes and requirements.

    Responsibilities

    Tasks & Responsibilities:

    The Dexis M&E team will aggregate all historical training rosters and equipment lists into a single folder to send to the Data Analyst. The Data Analyst will be responsible for the following tasks:

    1. Clean data based on the Training, Equipment, and other spreadsheet templates developed by the Dexis M&E team.
    2. Work with the M&E team to refine code books and definitions
    3. Save data according to standard naming conventions in a folder system designed by the Dexis M&E team.
    4. Assist in the design, updating, or maintenance
    5. Conduct analyses as needed to answer specific research questions.
    6. Assist in the reorganization of the team's data structure and

    Deliverables:

    The following deliverables are required outputs of the Data Analyst work:

    1. Defined training roster database and equipment procurement database Excel codebooks.
    2. Imported historical training rosters into the training roster database (i.e. the Master Roster).
    3. Imported historical equipment lists into equipment procurement spreadsheet.
    4. Updates on any modifications or additions made to tracking spreadsheets approved through the M&E team.
    5. Weekly update reports that include the following information.
      1. Hours worked
      2. Number and name of documents imported
      3. Challenges encountered/ what you need from the M&E team
      4. Tasks / plans for the following week
      5. Pending questions
    1. In-Person or telephone check-ins with supervising member of the Dexis M&E team to discuss accomplishments, review findings, and discuss the way forward.

     

    Qualifications

    Minimum Requirement:

    1. Bachelors degree plus 1-3 years of experience managing large data sets.
    2. Experience with U.S. military and/or counterterrorism efforts, including program terminology.
    3. Ability to build Excel databases based on reporting requirements and client requests for information
    4. Excellent analytical skills to include descriptive statistics and combining multiple datasets
    5. Familiarity with analysis using Microsoft Excel and Tableau, or other quantitative software analysis package.
    6. 1-3 years of experience with SharePoint or other online data management systems
