Dexis Consulting Group (Dexis) has been contracted by the State Bureau of Political and Military Affairs (PM) and the Bureau of African Affairs (AF) to provide Monitoring and Evaluation (M&E) support to the Trans-Sahara Counterterrorism Partnership (TSCTP) and the Partnership for Regional East Africa Counterterrorism (PREACT) Peacekeeping Operations (PKO) and Economic Support Fund (ESF) activities. TSCTP and PREACT are the U.S. Government’s (USG) two multi-year, interagency, and regional programs to build durable capacity and long-term resilience of governments and communities in Africa to contain, degrade, and ultimately defeat the threat posed by al-Qa’ida (AQ), its affiliates, and other violent extremist groups in the Trans-Sahara and East Africa regions. TSCTP and PREACT also provide a means to improve regional and international cooperation and information-sharing, including between the Sahel and Maghreb regions, to counter shared threats.
The M&E team for TSCTP/PREACT programming is responsible for conducting an evaluation of the partnerships as a whole. The evaluation will adhere to guidance outlined in the M&E team’s contract and in the Department of State’s M&E police (2 FAM 1820). The partnership evaluation is oriented according to three research questions:
The Coding and Data Specialist (CDS) will be primarily responsible for analyzing and coding interview transcripts, AARs, Storyboards, and other M&E documents collected by the M&E team using NVivo software. The CDS will expand on the database and code structure already developed by the M&E team over three years. The CDS will code data using the coding system developed by the M&E team and may make modifications to the system only if first cleared through the M&E team.
The CDS will also work with the M&E team to analyze collected information for quarterly reports, Phase 2 of the Partnership Evaluation, and other reports as requested.
