    The primary function of the Business Development Director, Implementation and Management Solutions (IMS) Division, is to provide leadership in business development for the division. The IMS division implements field-based and US-based projects and technical advisory services to U.S. federal clients in stabilization, agriculture, economic growth, and management consulting. The role involves extensive business development experience, building and maintaining client and partner relationships, and supervisory skills for complex USAID-funded proposals.

    Responsibilities

    Business Development:

    • Assist in development and implementation of business development strategy for the division.
    • Provide direction and leadership on proposals to achieve/target growth within U.S. foreign assistance agencies, including serving as technical lead or writer on proposals in the agriculture and stabilization sectors.
    • Lead pre-positioning and live proposal efforts of proposals, including capture trips, technical research, recruitment, partnership development, and management of consultants.
    • Cultivate partnership opportunities in key target areas.
    • Contribute to recruitment pipeline of key personnel and consultants for the division in each target market.
    • Coach and mentor Division staff on business development processes across roles.

     

    Technical Leadership:

    • Provide technical advice and consultation to project and corporate staff on business development or technical matters.
    • Undertake billable work on Dexis projects in the US and overseas-based assignments, as needed.
    • Provide technical support and guidance for stabilization and agriculture sectors.

     

    General Responsibilities:

    • Support implementation of strategic vision for the IMS division, including building new business opportunity pipelines.
    • Design, manage, implement, and monitor systems, staff, and budget related to business development to achieve financial, administrative, and programmatic goals, and ensure compliance to donor regulations in proposals.
    • Help develop annual Division submission and award targets, and business development budget.
    • Develop courses and/or just-in-time training on proposal development and other technical areas for Dexis staff.
    • Support project start-ups when needed and work in collaboration with finance, contracts and other departments to ensure successful management and implementation.

    Qualifications

    Required Qualifications:

    • Bachelor's degree required; Master's degree preferred.
    • At least 8 years of experience managing proposal development for USAID.
    • A proven record of successful proposal leadership for USAID overseas-based programs.
    • Strong proposal management experience, including managing partnerships and recruitment.
    • Exceptional communications skills; including ability to present Dexis qualifications with diverse audiences at marketing events and in multiple cultural contexts.
    • Ability to mentor and coach staff in full range of proposal management tasks.
    • Familiarity with post conflict stabilization, governance, and agriculture programming.
    • Demonstrated ability to multi-task and work well under time constraints.
    • Experience working in Africa and French-language skills preferred.
    • Experience working in a developing country required.
