Dexis is seeking a qualified Outcomes Harvesting Consultant to support the Office of Evaluation and Impact Assessment’s (EIA) that sits within the U.S. Global Development Lab (the Lab). USAID LEARN has supported the Lab’s Utilization-Focused Evidence, Research and Learning (ERL) plan, a cross-Lab learning agenda initiative that aimed to review four main areas, including scaling-up, adaptive management, support to entrepreneurs/innovators/researchers, and sustainability of results of STIP programming.The consultant will design and implement an Outcome Harvesting evaluation approach to capture the results of the adaptation measures taken related to ERL recommendations. This will include identifying potential outcomes via relevant data sources; facilitating agreement on outcomes to be substantiated with relevant stakeholders, including ERL Plan staff and Recommendation Owners; and substantiating those outcomes with other stakeholders (to be identified by the consultant in collaboration with ERL Staff and recommendation owners).
The consultant will support the design and deployment of an outcome harvesting strategy. This strategy will capture the outcomes made as a result of adaptations made from the ERL Plan. In addition, the consultant will work with the LEARN team to develop and refine relevant outcome harvesting tools, processes, analysis, and documentation to meet the above objectives as well as provide written summaries of analysis over approximately the next 8 months.
