    Dexis is seeking an experienced Senior Asia-Pacific Economic Cooperation (APEC) Advisor to provide support services to the United States Agency for International Development (USAID)/Asia Bureau, specifically assisting the Bureau’s Economic Growth team in the Technical Services Office.  The successful candidate will serve as a technical expert on trade and investment, private sector development, and energy policy.  S/he will also coordinate closely with the Contracting Officer Representative (COR) to oversee the APEC assistance program, U.S.-Support on Economic Growth in Asia (SEGA). In addition, s/he will frequently liaise with the U.S. State Department, particularly for U.S. policy guidance and the U.S. Government (USG) inter-agency on specific work-streams.  The Senior APEC Advisor must be a U.S. citizen with an active U.S. government security clearance at the “Secret” level.


    • Serve as a project manager for the U.S.-SEGA program, to improve technical project management and strengthen coordination with inter-agency partners to promote trade liberalization and economic integration in the APEC forum;
    • Ensure that USAID development interests and other USG agency priorities are addressed by APEC;
    • Support the COR in overseeing US-SEGA deliverables to ensure that they are timely, technically sound, and consistent with the US-SEGA contract objectives.
    • Regularly track the impact of Mission and regional bureau activity supporting U.S.-SEGA activities and report on the utilization and impact of U.S.-SEGA funds in the strategic planning and budget reports and other publications;
    • Periodically conduct (or help direct) evaluations of U.S.-SEGA activities;
    • Analyze the effects of various factors on APEC economies and on global markets, such as WTO accession and compliance, trade policy and reform, legal and regulatory reforms to encourage private investment and trade, trade facilitation, and current technology and standards;
    • Prepare briefing papers for senior Bureau and Agency leadership, as needed;
    • Participate in national and international conferences, workshops, and other professional meetings; and
    • Serve as technical expert, exercising independence and judgment to develop and maintain relationships with various stakeholders in the government, private industry, and the international community to further development efforts.
    • Work collaboratively as an integral part of the Asia Bureau Economic Growth Team and perform other duties as assigned.


    • Active secret-level security clearance required
    • Master's degree from an accredited college or university in a relevant field (e.g., international development/relations, economics, business, public administration)
    • At least four years of relevant experience required; several years working on APEC, or similar multilateral body, strongly preferred
    • Experience as a Contracting Officer’s Representative and program manager strongly preferred
    • Strong understanding of broad economic development concepts, the structure of economies, and the role that openness and trade play in increasing efficiency and productivity in economies
    • Specialized knowledge on technical issues such as cross-border trade and investment policies or energy security and development is preferred
    • Deep understanding of USAID and USG foreign assistance goals and objectives
    • Leadership skills to plan, organize, and direct teams to work, analyze and negotiate effectively
    • Strong interpersonal skills working with multiple USG stakeholders and the ability to operate in a fast paced, complex, and evolving policy environment
    • Strong ability to work collaboratively as part of a dynamic team covering a wide range of broader Asia Bureau, Agency, and USG objectives
    • Experience with office technology and software with high proficiency (including Microsoft Office, Google Drive, and database management)
