Dexis Consulting Group is recruiting for a Disability Inclusive Education Associate that will be embedded within USAID's Office of Education (ED), which is a unit of USAID’s Bureau for Education, Environment, and Economic Growth (E3). The USAID Office of Education is responsible for advancing the vision, priority areas and key issues of the USAID Education Policy. The vision is “that partner country education systems enable all children and youth to acquire the education and skills need to be productive members of society” by (1) Prioritizing country-focus and ownership; (2) Focusing and concentrating investments; (3) Strengthening systems and developing capacity; (4) Working in partnership and leveraging resources; (5) Driving decision-making and investments using evidence and data; and (6) Ensuring equity and inclusion. The priority areas are: (a) Children and youth, particularly the most marginalized and vulnerable, have increased access to quality education that is safe, relevant, and promotes social well-being; (b) Children and youth gain literacy, numeracy, and social-emotional skills that are foundational to future learning and success; (c) Youth gain the skills they need to lead productive lives, gain employment, and positively contribute to society; and (d) Higher education institutions have the capacity to be central actors in development by conducting and applying research, delivering quality instruction, and engaging with communities. The key issues are: (i) children and youth facing adversity, conflict, and crisis, particularly girls and those who are displaced, (ii) engagement with non-state actors and promotion of finance and delivery innovations to expand access to quality education; strengthening country capacity to generate and use education data to drive transparency, accountability, and informed decision-making; and transformation of teacher policies and professional development systems to increase the availability of qualified teachers and improve instruction.
USAID’s Quality, Equity and Sustainability Team (QUEST) aims to advance the strategic areas of:(i) gender, (ii) disability, (iii) finance and (iv) technology. Work is performed primarily in E3/ED, (located at USAID headquarters in Washington, DC), but the Disability Inclusive Education Associate is expected to participate in assignments that will cross organizational lines, including working with other relevant USAID offices, such as DCHA/DRG, Global Health, and USAID’s Inclusive Development Working Group, led by PPL. Moreover, there will be assignments coordinating with USAID’s Regional Bureaus and traveling to support USAID Missions’ disability inclusive education activities.
This position will sit on USAID’s QUEST team and be supervised by the QUEST Team Lead. The Associate will be responsible for collaborating with his/her QUEST team colleagues, with the Reading team, Education in Conflict and Crisis team, Workforce Development and Higher Education team, Evidence team, and with the staff across other relevant sectoral teams (as mentioned in the above paragraph), as well as the agency’s regional bureaus to ensure that individual country programs, as well as many global partners engage in efficient and effective measurement of the Agency’s progress in helping countries to move forward on their journey to self-reliance. The associate will be expected to support building the disability inclusive education portfolio primarily through supporting advisory working groups, developing a research and learning agenda that is aligned with the key education priorities in this area, developing a logical framework, and servicing regional bureaus and missions in training, strategy and program design considerations. Finally, the associate will collaborate with the evidence team to inform programmatic performance monitoring plans, to analyze indicators proposed for measuring education achievement, and to conduct technical reviews of research designs and evaluation methodologies applied specifically to disability inclusive education, to ensure that the activities in the portfolio align with best practices in education evaluation and research, and with Agency Guidance and Office of Education Global Initiatives.
