    If this sounds like you, Dexis is seeking a Senior Monitoring and Evaluation Specialist to provide technical direction and support towards Department of State, Bureau of African Affairs’ Office of Security Affairs (AF/SA) Somalia Peacekeeping Operations (PKO) fund to create enhanced external monitoring of existing programs to ensure efficient and effective use of PKO funds.

     

     

    Responsibilities

    Under the M&E Services for Somalia Peacekeeping Operations (PKO) Programs, the M&E Specialist shall:

     

    • Participate in evaluations and assessments;
    • Support the design, quality, development and completion of all assessments, analytical reports and evaluations;
    • Make substantive contributions to the design of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical processes
    • Plan and implement field testing of all evaluation methodologies and tools
    • Create written reports and other products for stakeholders including Departments of State, Defense, and USAID
    • Prepare and submit deliverables as required.
    • Other responsibilities as assigned by the MEL Deputy Director

    Qualifications

    Minimum Qualifications:

     

    • A minimum of eight (8) years of relevant experience and Master’s degree from an accredited university, or six (6) years of experience and PhD or other higher level degree
    • Working Knowledge of or experience:
      • Designing and/or conducting large-scale monitoring and evaluations
      • Designing, testing, and/or implementing performance evaluation; methodologies, qualitative and quantitative data collection and analysis
      • Preparing and submitting M&E evaluation reports, impact reports, etc.
      • Experience with foreign security assistance programs
      • Field experience in Somalia or other conflict environment
      • Preparing and submitting technical reports to the Departments of State and Defense
    • Minimum three (3) years supervisory experience, managing other staff and/or projects
    • Active secret clearance
    • Willingness and ability to travel to Somalia as needed

    • Excellent written and oral communication skills
    • Positive attitude and ability to work with others constructively

     

    Preferred Qualifications:

    • Master’s in International Affairs, Security Studies or other fields directly relevant to monitoring and evaluation
    • Graduate level research in monitoring and evaluation
    • Field experience or working knowledge of political, cultural and security issues in Somalia
    • Experience with foreign, security assistance, or professional military education initiatives
