    The primary function of the Senior Technical Director position is to provide strategic leadership in business development for the Monitoring, Evaluation, and Learning (MEL) Division and other divisions as needed. The role involves extensive MEL experience, a strong network of MEL professionals, building and maintaining direct client and partner relationships, strong proposal writing skills, and project management in a flexible and dynamic work environment.   The Senior Technical Director will have autonomy over partnering and staffing decisions, with success being measured by the number and value of bids submitted and won.


    The Senior Technical Director will also oversee a cadre of technical staff who work across the MEL division projects. S/He will be responsible for maintaining billability for staff, managing their workload between technical assignments and business development efforts.


    As a member of the senior management team in the MEL division and a senior leader within the company, the Senior Technical Director shapes the direction of the division and the company, contributing to the overall revenue of the division and profitability of the company.



    • Working closely with the MEL Sr. Director and Dexis senior leadership to develop and continuously refine Dexis’ MEL multi-year strategy for USAID, including pipeline, human and other resource needs and development, and potential acquisitions.
    • Leads capture/positioning efforts for 4-5 proposals per year (on average 3 large USAID efforts).
    • Develops technical strategies for MEL division bids, particularly USAID MEL platform contracts.
    • Plans and leads technical strategy sessions.
    • Leads the proposal team to define win themes; MEL strategies and approaches; competitor analysis; staffing and management.
    • Writes technical approaches of MEL bids and mentors others to write proposals
    • Conceptualizes costing and price-to-win strategies for proposals, including developing inputs for budgets, ensuring profitability and project feasibility.
    • Leads recruitment strategy that fits the overall staffing strategy, working closely with the recruiting team to develop job ads, interviews candidates and approves key personnel
    • Attends conferences, industry days, and partner meetings
    • Cultivates and maintains an active network of partners for both prime and subcontractor partnerships, in both the large business and small business sphere.
    • Contributes to other divisions as requested on the development of MEL plans on implementation bids and/or as a proposal reviewer.
    • Develops and leads relevant pilot projects and efforts to support MEL’s competitive positioning and performance track record.


    • Mentors MEL mid-level and junior staff to lead and write competitive, compliant, and compelling MEL proposals.
    • Develops collaborative processes for technical staff to learn from each other
    • Develops and shares BD resources, tip sheets, “best of” language, for MEL bids
    • Conducts technical reviews of deliverables as assigned.
    • Provide technical assistance to projects on monitoring and evaluation
    • Support project start-up transitioning from the proposal to the implementation stage
    • Reviews project staff capabilities and works with supervisors/team leads/project directors on career development, growth and retention of staff



    Minimum Requirements:

    • At least 10 years of experience in designing and conducting large-scale monitoring and evaluations for foreign assistance initiatives, and in international programs.
    • A Master’s degree in public policy, international development, or other social science.
    • Proven track record of leading winning proposals for large-scale monitoring and evaluation of foreign assistance initiatives in international settings.
    • Strong written and oral communication skills, excellent writing, editing and research skills
    • Demonstrated understanding of monitoring and evaluation policies of USAID and the Department of State.
    • Strong analytical, quantitative and qualitative research skills.
    • Strong understanding of pricing for proposals.
    • At least three years of supervisory experience managing other staff.
