    Dexis is seeking an experienced Monitoring & Evaluation (M&E) Specialist to provide support services for the Department of State Trans-Sahara Counterterrorism Partnership (TSCTP), the Partnership for Regional Counterterrorism (PREACT), and the Africa Regional Counterterrorism (ARCT) Programs. The work location for this position will be in Washington, DC. This is a full-time position. The start date for this position is immediate. 




    • Contribute to the design, quality, development and completion of all assessments, analytical reports and evaluations
    • Work collaboratively across M&E teams working on shared problems sets within the Department and interagency
    • Contribute to knowledge management systems and processes for the office
    • Serve as the evaluation team leader of select evaluations conducted under this task order as determined by the team
    • Contribute substantively to the design of and conduct field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks


    Minimum Qualifications

    • A Bachelor’s degree from an accredited university
    • Experience in International Affairs or security studies with research experience, or other fields directly relevant to monitoring and evaluation
    • At least five (5) years of experience directly related to implementing large-scale monitoring and evaluations; preferably related to foreign security assistance, or peacebuilding initiatives
    • Proven track record in coordinating and delivering comprehensive, large-scale monitoring and evaluation systems
    • Knowledge of M&E policies within the Department of Defense and Department of State
    • Regional knowledge of Africa and related security issues
    • Proven ability to deliver quality written and oral products to diverse audiences
    • Experience with structured data management
    • Experience with Nvivo or other qualitative research software
    • Ability to obtain a Secret-level security clearance

    Preferred Qualifications

    • Master's degree preferred.
    • Experience with financial management systems;
    • Experience working with military assistance programs preferred
    • African language preferable (Arabic, French, Swahili, etc.).
    • Current active secret security clearance.
