    Dexis is seeking an Evaluation Research Assistant to support a Task Order providing strategic evaluations supporting the Assessment, Monitoring, and Evaluation (AM&E) of Security Cooperation Programs.  This Task Order will support the Office of the Undersecretary of Defense for Policy (OUDP) in planning, designing, and conducting strategic evaluations of Defense Institution Building (DIB) programs and activities to measure the effectiveness, efficiency, and impact of DIB worldwide.

     

    This is a full-time position based in Washington, D.C. The anticipated start date is October 1, 2019. This position is contingent upon award.

     

    Responsibilities

    Technical Quality Assurance

    • Provides evaluation strategy, feedback and technical assistance to evaluation project teams, including writing and technical reviews of draft evaluation reports, evaluation methodology, data collection tools, and other deliverables.
    • Conduct literature and desk reviews for evaluations, support development of data collection instruments and provide technical support to field teams.
    • Serves as team member on evaluations, assessments, and other studies.
    • Reviews evaluation and assessment report deliverables of Dexis projects and task orders.
    • Draft and edit evaluation data collection tools and resulting reports.
    • Clean, code, and analyze data collected in support of field evaluations.

    Project Management

    • Provides project operations assistance to project technical staff and backstops projects /country programs on an as-needed basis.
    • Provide operations assistance to evaluation teams, and backstop fieldwork
    • Assist in contract compliance and tracking financials, including budget and expenses.
    • Review expense reports and invoices.

    Qualifications

    Minimum Requirements:

    • At least 3 years of combined relevant evaluation, research, and project management experience
    • Experience working on applied research and project monitoring and evaluation for donor-funded projects (experience with DoD-funded projects highly desirable) as well as exposure to developing countries.
    • Bachelor’s degree in international relations/affairs, evaluation or social science, business, finance or related field required.
    • Strong analytical, financial, quantitative and qualitative research skills, and monitoring, evaluation, and learning (MEL) skills.
    • Strong written and oral communication skills, excellent writing, editing, and research skills
    • Ability to mentor, train, and work with MEL staff and other Dexis staff.

     

    Preferred Requirements:

    • Master’s degree in a related field.
    • Familiarity with American Evaluation Association (AEA) standards.
    • Familiarity with DoD Security Cooperation Programs.
    • Experience working with USG interagency.
    • Active secret security clearance.
