    About the Position

    The Senior Gender and Policy Advisor will within the Education Policy and Planning Division, Office of Education, Bureau for Economic Growth, Education, and Environment (EGEE/ED/EPP) and report to the Engagement Team Lead.            

     

    USAID’s mission is to end extreme poverty and to promote resilient, democratic societies while advancing our security and prosperity.  With education as an agency development priority, the Education Policy Advisor will support USAID’s engagement in and position on education policy and programming issues in cross-organizational, USG Interagency, and bilateral and multilateral assignments. Duties include, but are not limited to, the following: research and analysis for policy planning; preparation of reports and recommendations; developing and maintaining relationships with stakeholders; support for USG engagement on global education policy discussions and negotiations; and other duties as assigned. 

     

    In coordination with the Engagement Team Lead and other stakeholders, he/she conducts research and analysis, and contributes to policy guidance, implementation, reporting, and coordination with USG and external stakeholders to support USAID engagement.

    Responsibilities

    Support for Education Policies and Strategies

    • Supports the implementation of USG International Basic Education Strategy and USAID Education policy through writing, analysis, planning, management and other tasks as needed.
    • Responsible for consultations and outreach to other donors and USG agencies, education stakeholders and cross-sectoral partners on Strategy and Policy.
    • Provide policy guidance, advice and support to technical leads and ensure cross-cutting issues such as gender, disability, youth, and other issues are included.
    • Assess policy implementation progress and make recommendations on potential adjustments to policy positions, assess Mission demand for support and assistance, and develop resources to support policy implementation

     

    Preparation of Education Reports and Recommendations

    • Clearly communicates complex findings and associated methodologies to officials and professionals who are education specialists as well as those not familiar with education
    • Analyze quantitative and qualitative data and information on USAID education programming and results
    • Draft education policy position papers and briefing documents
    • Develops and maintains political and technical relationships with various stakeholders in government, think tanks, NGOs, private industry, and/or academic institutions

     

    Support Stakeholder Engagement

    • Contribute research, analysis, and recommendations to support special initiatives and programs related to education-focused, cross-sectoral and inter-agency efforts
    • Identifies key issues and objectives on which to engage development partners (i.e. influence their policy decisions; gain commitments for resources ) to advance education policy priorities
    • Plans and conducts meetings, briefings, and other activities
    • Assists with development of new partnerships, management of existing partnerships, and the resolution of issues

     

    Other Duties

    • Support a variety of programmatic and operational workstreams to ensure the effective and efficient functioning of the E3 Office of Education and USAID’s education sector

    Qualifications

    Minimum Requirements:

    • Minimum of 5 years working experience in the area of international education, public-private partnerships, economics, budgeting, and/or finance, ideally some of which overseas.
    • Experience with partnership building, and/or stakeholder engagement
    • Understanding of the global education sector and/or international development
    • Familiarity with USAID or government policies and procedures
    • Strong organizational skills and attention to detail
    • Strong written and verbal communications skills
    • Master’s degree in international education, public policy and planning, public administration, business administration, economics, finance, marketing, or related field preferred
    • Eligible to obtain a secret security clearance
