    About the Position

    Dexis is seeking a Chief of Party (COP) for an anticipated five-year Monitoring and Evaluation project in Nepal, funded by USAID. This will be a full-time, key position based in Kathmandu, Nepal. This project will provide a range of monitoring and evaluation (M&E) services relevant to USAID/Nepal’s portfolio of programs. 

     

    Responsibilities

    The Chief of Party will require experience in leading an organization, in both management and technical fields, with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills. Expected responsibilities include:

    • Serve as primary liaison with USAID/Nepal COR and Contracting Officer on day-to-day activity implementation and management issues
    • Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID
    • Mentor local staff to enhance capacity, actively contribute expertise to the Contract, and provide strategic and operational direction.
    • Provide vision and overall leadership to program operations
    • Drive the achievement of program results by ensuring the provision of timely, relevant, high quality services
    • Facilitate a collaborative relationship between and among Implementing Partners
    • Supervise the work of all personnel assigned to tasks under the program
    • Ensure the USAID compliance and integrity of program operations
    • Develop scopes of work for evaluations, and review results frameworks and theories of change.
    • Recruit and supervise short-term national and international consultants for evaluations and other products
    • Ensure the completion of timely reports, evaluations, analyses, assessments, and deliverables that meet USAID quality control/assurance standards.

     

    Qualifications

    Minimum Requirements:

    • Advanced degree in social science, project management, international development, public policy, business or related discipline
    • At least 8 years of experience managing development programs. Experience on prior USAID projects, particularly in the South Asia region, strongly preferred
    • Experience designing and leading evaluations
    • Experience with the development and/or review of PMPs
    • Knowledge of M&E data collection methodologies and data quality standards
    • A proven record of excellent management, leadership, decision-making, and interpersonal skills
    • Experience conducting training and capacity building activities in M&E
    • Ability to communicate clearly, frequently, and effectively with the team, client, stakeholders, and other audiences.  
    • Proven ability, as project director, COP, or DCOP, to understand client needs, develop appropriate solutions, lead large teams, and manage complex programs 

    Preferred Requirements:

    • Familiarity with USAID policies including Automated Directives System 200 to 2015 and 302; Evaluation Policy; Policy Framework; MEB’s Evaluation Quality Review (EQR). 
    • Understanding of USAID’s global priorities: Journey to Self-Reliance (JSR) and New Partnership Initiative (NPI). 
    • Experience in Nepal preferred
