About the Position

The purpose of the Education Support Initiative is to recruit, hire and maintain technical, professional, operational, and support staff that supply services to the United States Agency for International Development’s (USAID) Education Office and education sector. It includes full-time positions as well as short- and medium-term consultants.

 

Through Dexis Consulting Group, the USAID Office of Education is seeking a short-term Soft Skills Development Instructional Design Consultant to support the development of a Soft Skills Module for the USAID E3/Education Office.

 

USAID is seeking to build the capacity of USAID staff to develop and implement comprehensive soft-skills development practices at all levels of activity design in order to ensure that youth gain the skills they need to lead productive lives, gain employment, and positively contribute to society. USAID is currently seeking expertise in designing and producing content for a suite of learning opportunities on youth soft-skills development for USAID staff. This suite of learning opportunities will cover definitions, approaches, program models, frameworks, measurement, and tools that can be used for practical application in the design of youth programming to promote successful and meaningful development of soft-skills. The content and materials will leverage and build on existing materials, such as the YouthPower Soft Skills for Positive Youth Development, Guiding Principles to Foster Soft Skills Among Adolescents, and other materials. The final products will  integrate gender and inclusion considerations throughout.  It will also take into consideration the meaningful differences that exist among youth of different backgrounds and demographics. These distinctions may include gender, age, urban/rural distinctions, education, and relative levels of vulnerability and marginalization. The learning opportunities for USAID staff should include relevant examples of youth in both formal and informal education and training and include content that is applicable for youth programming in secondary, out-of-school, and higher education settings.

 

The suite of learning opportunities will include:

  • 1-day (7 hour) face-to-face course that balances theoretical and practical content based on adult learning principles
  • 1-hour e-learning module derived from prioritized content from the 1-day course
  • 3-hour portable course derived from prioritized content from the 1-day course that could be added to an existing training or for E3/ED staff to use when providing technical assistance to Missions

 

Responsibilities

  • The consultant will be responsible for the development and production of course content and course materials for all of the suite of learning opportunities. Materials should be succinct and should be drawn from existing training courses where available. Participant materials should be minimal and rely on electronic links to resources to the extent possible.
  • The consultant will make recommendations on what technology to use for online components of the training, build the structure to support learning objectives, and translate content from the instructional designer to a web-friendly format.
  • The consultant will be expected to collaborate with USAID's YouthWorkforce Development Team, the Professional Development and Training Specialist, and the Knowledge Management and Learning Advisor, among others.

 

Qualifications

 

Minimum Requirements:

  • Master’s degree in instructional design, international development education or related field required. 
  • Minimum of five (5) years work experience in international development, preferably in youth education or another social sector.
  • Minimum of five (5) years work experience in leading, designing and developing professional development or training programs, including e-learning and instructor-led virtual training.
  • The consultant should be familiar with soft skills development and the principles of youth programming.
  • Preferred knowledge of the links between youth and workforce development programming and broader development outcomes, such as increasing access to education and employment in conflict settings, increasing quality and relevance of higher education, food security, violence prevention, civic participation, health, gender transformation, adolescent girls’ education, and inclusion of persons with disabilities.
  • S/he will also have the ability to communicate effectively, be a creative problem solver, and be customer service oriented.
