About the Position

DPS is seeking a Monitoring and Evaluation Specialist, (also referred to as a Performance Management Specialist) to support the State Department Bureau of International Narcotics and Law Enforcement (INL). The Performance Management Specialist will work closely with INL's Office of Knowledge Management, Division of Design and Learning (KM/DDL) to support the successful introduction of a program monitoring database. This will involve assessing monitoring data needs, developing a rollout plan, and supporting implementing thereof, all of which will enable INL to use the database productively.

 

This role requires an active SECRET clearance. This position is based in Washington, DC and contingent upon award.  

Responsibilities

Responsibilities:

  • Execute database rollout plan
  • Correspond with DC and Post INL staff on gathering indicators and data
  • Assist with creating standardized language for enterprise wide indicators
  • Ensure indicators and data being inputted in the database meet INL quality standards
  • Input tags, indicators and data and other project information in database
  • Define and update user profiles for INL program officers, management, and leadership
  • Develop and update default user dashboards
  • Provide monitoring support for the development of useful indicators
  • Develop and execute data literacy trainings for staff as needed
  • Develop standard operating procedures for the monitoring database as needed
  • Engage periodic user tests to ensure roll out is sound and the database is being used

Qualifications

Minimum Qualifications:

  • Bachelor’s degree 
  • Active SECRET clearance
  • Minimum 5 years of experience in monitoring and evaluation
  • Minimum 3 years of experience managing or implementing international development or foreign assistance programs
  • A high level of experience and competency with data management, such as data organizing, cleaning, validation, and understanding of data governance
  • A high level of experience and competency with data analysis and producing quality data visualizations
  • Experience managing complex relationships with government partners
  • Proven ability to deliver quality written reports and presentations

Preferred Qualifications:

  • Master’s degree
  • In-depth knowledge and experience with databases; special consideration for databases for monitoring data
  • In-depth knowledge and experience with monitoring U.S. Department of State (including USAID) foreign assistance programs, in particular in the field of security and criminal justice assistance
  • Knowledge and experience with U.S. Department of State’s Bureau of Foreign Assistance
  • Knowledge and experience with U.S. Department of State’s M/PRI and/or with compliance of the Federal Data Strategy
  • Knowledge and familiarity with using Department of State monitoring and/or budget platforms, such as FactsInfo, ForeignAssitance.gov, or other J family platforms
