About the Position

The Strategic Communications Specialist (Speechwriter) for USAID’s Asia Bureau is responsible for spearheading strategic communications, including messaging tailored for high-level target audiences, that reinforce U.S. Government foreign policy priorities while demonstrating the value and relevance of USAID’s role in the Asia region to bolster broader understanding and support. S/he collaborates with staff across the Agency and interagency to ensure that Asia Bureau’s Assistant Administrator (AA) and Deputy Assistant Administrators (DAA) are best prepared to engage externally, including at congressional hearings and with the media, business community, diaspora groups, academia, think tanks and the fellow development community. The position is monitored by the Asia Bureau Outreach Division Chief.



Serving as Bureau’s Senior Speechwriter (65%)

  • Serve as lead speechwriter for Asia Bureau’s AA and DAAs
  • Serve as primary liaison to USAID Front Office speechwriting team for Agency Front Office speech needs
  • Write Asia Bureau’s external communications products—including all Front Office talking points, video scripts, and external publications
  • In consultation and collaboration with technical experts, pillar and regional Bureaus, and the interagency as needed, produce and maintain topline Asia Bureau messaging on key topics
  • Act as primary liaison for the Asia Bureau, including all field missions, to the Bureau of Legislative and Public Affairs (LPA) for Asia content destined for Agency flagship publication platforms
  • Perform rapid research and quantitative and qualitative data analysis to strengthen written products; fact check and translate highly technical concepts and language into easily understood messaging for a range of high-priority and high-visibility communications products

Serving as Bureau’s Technical Advisor on Strategic Communications (25%)

  • Provide thought leadership to Asia Bureau on strategic communications and messaging priorities
  • Advise Asia Bureau leadership on strategic communications and high-profile public engagements under tight deadlines and evolving circumstances
  • Staff Asia Bureau heads at their public speaking engagements to ensure accurate and effective delivery of message
  • Consult with staff to ensure communications and messaging both align with and reinforce U.S. Government priorities and messaging
  • Develop and lead trainings for staff on strategic communications and messaging; design and conduct specialized training and/or workshops when appropriate to build related knowledge and skills
  • Provide media relations support as needed, including drafting press releases and statements, press talking points, coordinating press responses, and staffing Asia Bureau heads at press interviews

Other (10%)

  • Participate in ad hoc communications working groups as possible
  • Support high-level visits to Asia
  • Manage disaster communications relevant to the Asia region
  • Provide TDY support to the field as needed
  • Backstop team members as needed
  • Other requested duties as contractually allowed



Minimum Requirements:

  • Master’s degree plus six (6) years of relevant professional work experience, OR Bachelor’s degree plus eight (8) years of relevant professional work experience, OR High School Diploma plus ten (10) years of relevant professional work experience.
  • Active secret-level security clearance is required.
  • Excellent analytical skills and reasoning ability, and must be adept at synthesizing information and problem-solving with limited guidance, and must possess the ability to adapt information effectively to present to various audiences. 
  • Excellent skills in working with and effectively communicating with a diverse population to include internal and external audiences at all levels, Congress, industry representatives, think tanks, press, and members of the public.

Preferred Requirements:

  • Degree and/or experience in in international development, communications, creative writing, marketing, public relations, political science, foreign affairs, journalism, or a similar field, preferably related to Asia and/or international development.
  • Excellent written and verbal communication skills, with a demonstrated ability to translate highly technical material into easy to understand narratives; excellent editing skills.
  • Ability to work effectively both individually and as a member of a team.
  • Knowledge of U.S. foreign policy issues in the Asia region preferred.
  • Knowledge of the organization and operation of USAID is a plus.
