About the Position

The Strategic Communications Specialist (Press and Interagency Officer) for USAID’s Asia Bureau is responsible for spearheading strategic communications, including messaging tailored for high-level target audiences, that reinforce U.S. Government foreign policy priorities while demonstrating the value and relevance of USAID’s role in the Asia region to bolster broader understanding and support. S/he collaborates with staff across the Agency and interagency to ensure that Asia Bureau’s Assistant Administrator and Deputy Assistant Administrators are best prepared to engage externally, including at congressional hearings and with the media, business community, diaspora groups, academia, think tanks and the fellow development community. The position reports to the Asia Bureau Outreach Division Chief.

 

Responsibilities

Serving as a Technical Advisor to the Bureau on Strategic Communications (50%)

  • Provide thought leadership to Asia Bureau on strategic communications and messaging and formulate Asia Bureau’s external communications products
  • Advise Asia Bureau leadership on strategic communications and high-profile public engagements under tight deadlines and evolving circumstances
  • Staff Asia Bureau principals at their public speaking engagements to ensure accurate and effective delivery of message
  • Produce a strategic messaging framework for Asia Bureau to guide all staff and ensure a consistent external message
  • Consult with staff to ensure communications and messaging both align with and reinforce U.S. Government priorities and messaging
  • Develop and lead trainings for staff on strategic communications and messaging; design and conduct specialized training and/or workshops when appropriate to build related knowledge and skills
  • Act as liaison for the Asia Bureau, including all field missions, to the Bureau of Legislative and Public Affairs (LPA) for Asia content destined for Agency flagship publication platforms
  • Advise field communicators and implementing partners on strategic communications, messaging, storytelling, amplification, and successfully publishing their content on USAID’s flagship publication platforms
  • Maintain knowledge of key trends, data and statistical sources to reinforce messaging priorities, strengthen communications products, and result in more compelling messaging

Serving as Bureau’s Press Officer (20%)

  • Provide media relations support, including drafting press releases and statements, press talking points, coordinating press responses, and staffing Asia Bureau heads at press interviews
  • Prepare principals for press engagements, including through mock interviews, drafting tough Q&A, and writing briefing papers
  • Proactively identify opportunities to land press coverage; research and prepare the story pitch, including identifying the news hook, identifying the reporter/outlet, tailoring content to resonate with their readership and beat, and lining up potential interviewees to offer; and support LPA in its delivery
  • Advise USAID Asia Missions on press engagement strategy

Leading Interagency Communications Coordination (15%)

  • Lead and/or participate in relevant interagency communications working groups
  • Ensure that USAID and Asia Bureau’s equities are elevated in the interagency
  • Liaise within USAID and the interagency to inform and strengthen Asia Bureau’s strategic communications and messaging and ensure alignment with U.S. Government priorities and messaging directives

Other (15%)

  • Participating in ad hoc communications working groups
  • Supporting high-level visits to Asia
  • Managing disaster communications relevant to the Asia region
  • Providing TDY support to the field as needed
  • Backstopping team members as needed
  • Other requested duties as contractually allowed

 

Qualifications

Minimum Requirements:

  • Master’s degree plus six (6) years of relevant professional work experience, OR Bachelor’s degree plus eight (8) years of relevant professional work experience, OR High School Diploma plus ten (10) years of relevant professional work experience.
  • Active secret-level security clearance is required.
  • Excellent analytical skills and reasoning ability, and must be adept at synthesizing information and problem-solving with limited guidance, and must possess the ability to adapt information effectively to present to various audiences. 
  • Excellent skills in working with and effectively communicating with a diverse population to include internal and external audiences at all levels, Congress, industry representatives, think tanks, press, and members of the public.

Preferred Requirements:

  • Degree and/or experience in in international development, communications, creative writing, marketing, public relations, political science, foreign affairs, journalism, or a similar field, preferably related to Asia and/or international development.
  • Excellent written and verbal communication skills, with a demonstrated ability to translate highly technical material into easy to understand narratives; excellent editing skills.
  • Ability to work effectively both individually and as a member of a team.
  • Knowledge of U.S. foreign policy issues in the Asia region preferred.
  • Knowledge of the organization and operation of USAID is a plus.
