About the Position

Dexis is seeking an experienced Monitoring, Evaluation, and Learning (MEL) and Collaborating, Learning, and Adapting (CLA) Specialist to provide technical services for an anticipated multi-year contract with the United States Agency for International Development (USAID) Bureau for Europe and Eurasia (E&E). The Monitoring, Evaluation, Learning, and Decision Support (MELDS) Activity is expected to provide E&E with technical and data-driven information to improve performance management and support programming across the Europe and Eurasia portfolio. This is a long-term position that is expected to be based in Washington D.C.. This position is contingent upon award.

 

Responsibilities

The Senior MEL and CLA Specialist will be the technical lead for Monitoring, Evaluation, and Learning activities. S/he will be responsible for managing all evaluations, assessments, and technical activities as well as translating evidence collected into guidance for implementation. The Senior MEL and CLA Specialist will also act as a main point of contact between Bureau technical and MEL staff and Mission counterparts and will thus be expected to resolve work issues related to the technical aspects of the project.  

  • Working closely with the Chief of Party to incorporate and implement all activities into a coherent work plan. 
  • Overseeing, recruiting for, and participating in evaluations and assessments. Serving as evaluation team leader of select evaluations. Providing strategy, feedback, and technical assistance to evaluation project teams, including technical reviews of draft evaluation reports, evaluation methodology, data collection tools, and other deliverables.  
  • Support implementation of CLA into Missions’ program cycle including Mission Learning Agendas. 
  • Contributing to USAID Mission monitoring efforts, including, but not limited to, review of Mission PMPs and IP Activity MEL Plans. 
  • Overseeing a technical team of MEL and data management and Knowledge Management specialists. 
  • Strengthening capacity of Mission MEL professionals and organizations through coaching, on-the-job trainings, and webinars.   

 

Qualifications

  • Master’s Degree in international development, economics, statistics, research methods, political science, public policy, social science, or a related field. 
  • Excellent written and oral communication. 
  • At least 7 years of relevant Monitoring, Evaluation and Learning experience, including data analysis and assessment, designing evaluation methodologies and SOWs, indicator development, and utilizing data quality verification techniques for large development projects. 
  • Proven experience conducting trainings and capacity development activities, as well as facilitating learning events. 
  • Knowledge of USAID’s CLA framework and experience implementing CLA into the program cycle. 
  • Previous experience working with USAID and familiarity with their policies related to evaluation and performance management required. 
  • Experience working on a MEL platform with USAID preferred.
