About the Position

Dexis is seeking an experienced Chief of Party to provide monitoring, evaluation, and learning (MEL) technical services for an anticipated multi-year contract with the United States Agency for International Development (USAID) Bureau for Europe and Eurasia (E&E). The Monitoring, Evaluation, Learning, and Decision Support (MELDS) Activity is expected to provide E&E with technical and data-driven information to improve performance management and support programming across the Europe and Eurasia portfolio. This is a long-term position that is expected to be based in Washington D.C. This position is contingent upon award.



The COP will lead and manage the overall MELDS contract and ensure that quality standards and schedules are met. S/he will provide vision and overall leadership across the project, mentoring staff, overseeing activities, and acting as the key liaison between MELDS and USAID/Europe and Eurasia. The COP will represent the Activity before USAID, partners, government officials, and all other stakeholders. 



  • Provide vision and overall leadership to manage the achievement of contract results.  
  • Serve as the primary point of contact with USAID/E&E Bureau on day-to-day project implementation and management issues.  
  • Ensure the quality, relevance, and utility of all assessments, analytical reports, evaluations, and other technical deliverables to USAID E&E Bureau 
  • Supervise the work of all long- and short-term personnel assigned to tasks under the contract. 
  • Ensure timely, accurate and user-friendly reporting on the progress and status of all services provided under the contract. 
  • Ensure the compliance with all contract requirements and the integrity of all project operations. 
  • Ensure the timely submission of all deliverables under the contract agreement.


Minimum Requirements:

  • Master’s degree in a social science, development studies or a related field. 
  • Minimum of 10 years of progressively increasing responsibility in managing large comprehensive contracts of similar nature, size, and complexity. 
  • At least three years of experience as a COP or equivalent, demonstrating professional interaction with senior government officials.  
  • Five (5) years of experience in learning and adapting, improving business processes, or communications preferred. 
  • Excellent managerial, writing, and communications skills to develop excellent collaborative working relationships with staff, key stakeholders, and other contracting counterparts. 
  • Strong knowledge and experience with performance monitoring, evaluation design and implementation, and statistical methods. 
  • Excellent English writing, speaking, and presentation skills.  

Preferred Requirements:

  • Previous experience working in a Senior-Level position on a USAID-funded project. 
  • Familiarity with the Europe and Eurasia region, and understanding of USAID Bureau of Europe and Eurasia policy and priorities. 
  • Previous experience working on a USAID MEL platform.
