About the Position

Dexis is seeking an experienced Deputy Chief of Party (DCOP) to provide monitoring and evaluation and learning (MEL) technical services for an anticipated multi-year contract with the United States Agency for International Development (USAID) Bureau for Europe and Eurasia (E&E). The Monitoring, Evaluation, Learning, and Decision Support (MELDS) Activity is expected to provide E&E with technical and data-driven information to improve performance management and support programming across the Europe and Eurasia portfolio. This is a long-term position that is expected to be based in Washington D.C.. This position is contingent upon award. 



The DCOP is expected to support the COP in all aspects of the project including planning and implementation of the MELDS work plan. The DCOP will also support coordination with Bureau staff, Mission staff, IPs, and other stakeholders, ensuring all activities run smoothly. 



  • Oversee production and ensure the quality of all assessments, analytical reports, evaluations, and other technical deliverables to USAID E&E Bureau 
  • Design and oversee training of USAID/E&E Bureau and Mission staff, IPs, and other stakeholders.
  • Help Missions to update Performance Management Plans to support regional policies and programming, in compliance with ADS 203.  
  • Work with Missions to standardize partner M&E Plans, work plans, and reports; and assure partner data quality.  
  • Periodically review and discuss indicators and reporting with staff and help operationalize indicators by assisting with definitions, data collection, and data analysis.  


Minimum Requirements:

  • master’s degree in the field of evaluation, international development or a related technical field, or a bachelor’s degree and five years’ experience in addition to the required minimum.  
  • At least 5 years of experience in international developmentwhich may include designing and managing evaluations, analyses and assessments, including the design of the evaluation methodology, participatory data collection methods and protocols, and data verification techniques.  
  • At least 3 years of demonstrated experience developing performance management plans, monitoring project implementation, and verifying data from development projects.  
  • Prior experience in supervising long-term staff and short-term experts of diverse backgrounds in the area of monitoring and evaluation.  
  • Excellent English writing, speaking, and presentation skills.  
  • Demonstrated experience in strategic thinking/planning and presentation skills.


Preferred Requirements:

  • Previous experience working in a Mid- to Senior-Level position on a USAID-funded project. 
  • Familiarity with the Europe and Eurasia region, and understanding of USAID Bureau of Europe and Eurasia policy and priorities. 
  • Previous experience working on a USAID MEL platform.
