The USAID Office of Transition Initiatives’ Ethiopia Support Program (ESP) aims to deliver fast and adaptable support that helps the Government of Ethiopia and civil society advance democratic reforms and enhance citizen engagement in the governance processes. Dexis Consulting Group (Dexis) is USAID/OTI’s implementing partner in providing this assistance.    With the support of the Ethiopia Support Program (ESP), one grantee plans to produce weekly reports giving summary, context, and detailed investigation of conversations going on the social media platforms (Facebook, Twitter, YouTube, and Telegram) in Ethiopia. The reports will contain monitoring results of content in three local languages (Amharic, Afaan Oromo, and Tigrigna) and in English. The weekly reports, individually and in group, will provide some clarity and insight into the fast-changing socio-political developments in Ethiopia.   Dexis is seeking a Social Media Monitoring Expert to support a grantee in the development of weekly social media monitoring reports that can be disseminated to USAID/OTI and other partners to help inform programmatic directions as well as identify areas of intervention with regards to mitigating offline conflict instigated by online content. The Social Media Monitoring Expert is expected to provide four (4) months of support to a grantee under the USAID/OTI program with an expected LOE over the period of performance is 12.5 days (100 hours) total.

Policy Implementation Assessments (PIA) Activity: USAID is committed to advancing the human rights of lesbian, gay, bisexual, transgender, queer, and intersex (LGBTQI+) people around the world and meaningfully including them in development programming. This commitment is reaffirmed by the Biden-Harris administration through Executive Order 13988 on Preventing and Combatting Discrimination on the basis of Gender Identity or Sexual Orientation and the Presidential Memorandum on Advancing the Human Rights of LGBTQI+ Persons Around the World. For the past six+ years, the 2014 LGBT Vision for Action has guided the work of USAID on this topic. This Vision underscores USAID’s commitment to the health, safety, and human rights of LGBTQI+ people globally and emphasizes a need to: 1) account for country and cultural context, 2) ensure openness and safety for dialogue, 3) integrate LGBTQI+ issues into USAID’s work, 4) support and mobilize LGBTQI+ communities, and 5) build partnerships and create allies and champions.   To maintain technically sound policies and promote organizational learning, USAID’s Bureau for Policy, Planning and Learning (PPL) conducts Policy Implementation Assessments (PIAs) five or more years after publication of an Agency policy document. This year, PPL will assess USAID’s LGBT Vision for Action. PIAs use qualitative and quantitative methods to look across the entire Agency and examine whether progress has been made in implementing the goals of policy documents. A PIA typically uses interviews, surveys, document analysis, and Mission case studies to analyze shifts in staff awareness and capacity, strategic planning, and leadership structures, among others.   Team Structure: The PIA will be conducted by a team of researchers including an evaluation expert and methodologist based at Dexis and a subject matter expert (LGBTQI+ Advisor) being recruited through this call. The team will coordinate closely with staff members in PPL.   LGBTQI+ Advisor: Serves as lead subject matter expert on LGBTQI+ issues in the development context. Provides high-level technical expertise throughout the assessment including review of documents, design and facilitation of data collection methods, interpretation of results, and development of all deliverables
